Todd is one of the two founders and managing partners of Oxner + Permar. Since 1994 Todd has been known statewide for his creativity, tenacity, and success in handling workers’ compensation claims. Todd often saw successful claims where other attorneys did not. His aggressive style and track record contributed to his being in the first class of attorneys the North Carolina State Bar declared as board certified specialists in workers’ compensation. Additionally, Todd is an AV-rated attorney with Martindale Hubbell, the highest rating that an attorney can receive. Todd is a member of the Christian Legal Society, the American Association for Justice, the Workplace Injury Litigation Group (formerly on the Board of Directors), the North Carolina Academy of Justice, and the Million Dollar Advocates Forum (whose membership is limited to attorneys successfully obtaining awards greater than $1,000,000 for a client), among many other activities.
Born in San Francisco, California, Todd attended Prairie Bible College in Three Hills, Alberta and honed his speaking skills preaching on street corners. He then served in the U.S. Army at home and abroad. After leaving active duty Todd studied at Tel Aviv University and then graduated from San Jose State University with an honors degree in religious studies. Todd received a full scholarship to study and research at the University of Iowa where he worked on his Ph.D, taught undergraduate classes in religion and literature, and also earned a law degree with academic honors. Todd has practiced law in North Carolina since 1994 and considers this state home. Having lived here longer than he lived in California he can honestly say there is absolutely no way that he would return to California.
